Feasibility Studies & Project Coordination
Plan, procure and coordinate all feasibility studies required for the five projects, including:
Solar resource and yield assessment
Environmental Impact Assessment (EIA)
Seawater aggressiveness and hydrology studies
Glare analysis
Obstacle Limitation Surfaces (OLS) study
Geotechnical surveys
Topographical surveys
Electrical and grid connection studies
Oversee the work of external design offices and engineering consultants, ensuring quality, cost and schedule compliance.
Interface on a daily basis with the law firm to ensure that all technical deliverables support the regulatory applications for final concessions.
Coordinate closely with the Paris-based Development Project Manager and the Project Engineer responsible for the Dominican projects to align on technical content, planning and priorities.
Regulatory Affairs & Market Intelligence
Act as company local liaison with public authorities (CNE, ETED, SIE, CUED, MIMARENA, etc.) throughout the development phase, from the launch of the feasibility studies until the award of the final concessions and PPAs or auction contracts.
Maintain continuous informal dialogue with key decision-makers to anticipate and understand changes in the Dominican regulatory framework for solar PV and battery storage (BESS) projects, which is currently undergoing significant transformation.
Provide regular strategic feedback to company Paris-based team on market dynamics, regulatory risks, and opportunities.
Leverage existing network and develop strong relationships within the local energy and environmental administration to facilitate permitting processes and ensure regulatory alignment.
Permitting & Stakeholder Engagement
Manage the processes to:
Obtain interim permits (e.g. environmental validation from MIMARENA, grid connection authorisations from ETED)
Secure the five final concessions
Coordinate with Aerodom and the company Airports environmental team to align studies with airport safety and operational constraints.
Support the preparation of applications for national renewable energy auctions or direct PPA negotiations.
Sustainability & Certification
Lead local processes for registering the solar projects on the I-REC market and for generating carbon credits, in close collaboration with:
Company Paris-based Development Project Manager
Company Project Engineer for Dominican projects
Company Airports’ environmental department
Aerodom’s environmental team
Education & Experience
Master’s degree in Engineering, Renewable Energy, or related field
5+ years of experience in infrastructure or renewable energy project development, preferably in emerging markets
Strong experience in the Dominican Republic and established contacts with key energy and environmental authorities is highly desirable
Experience in the Mexican market is highly desirable.
Proven track record in managing multidisciplinary feasibility studies and permitting processes
Experience coordinating with international teams and aligning local project requirements with global standards.

Willingness to travel across the Dominican Republic and occasionally to Europe for coordination meetings.
Languages
Fluency in Spanish and professional proficiency in English (both written and spoken) required.
